&lt;div&gt;I'm inexperienced and understand little of this, especially since I'm learning with a class that doesn't silence.&lt;br /&gt;
&lt;br /&gt;
I found and tested [[Silent Blade]] in-game against the dummy at [[Sher'Tul Fortress]]. I was attempting to answer what &amp;quot;Damage (Melee): +10 silence&amp;quot; means.&lt;br /&gt;
I set the dummy to have 0 armor, 0% hardiness, and 0% resists. I didn't see a way to change the dummy's saves which were all 7. My attack powers were all over 30, exceeding the 20 difference (30-7 = 23 &amp;gt; 20) mentioned at the [[Saves and To-Hit]] page.&lt;br /&gt;
Bumping my character into the dummy (basic attacks) resulted in infrequent application of silence with no indication of diminishing returns on the dummy's mouseover statuses. Under ''Effect resistances'' in its character sheet, even while silenced, the dummy only had one resistance: 100% knockback resist.&lt;br /&gt;
The silence length was always 4 turns long. It was possible to refresh the silence while silence was already applied.&lt;br /&gt;

I then set the dummy to have 100 armor, 100% hardiness, and 100% resists. The results were the same.&lt;br /&gt;
&lt;br /&gt;
My conclusion is that either&lt;br /&gt;
* (most likely) the weapon has a 10% chance to apply silence for 4 turns, OR&lt;br /&gt;
* the weapon has a hidden ''chance'' to apply silence for a duration that may be 5 turns without saves applied (because it was a 4-turn silence against a 7-save dummy), OR&lt;br /&gt;
* the character wielding the blade decides, with stats other than attack powers, the chance to apply&lt;br /&gt;
