This template is used to show an item's light blind effects. In lua file you will see, for example:
[DamageType.ITEM_LIGHT_BLIND] = resolvers.mbonus_material(30, 10)
Convert it to wiki format as
{{item light blind|30|10}}
to produce the follwing text:
(10-40)% chance to blind
