For every detrimental effect on the target you deals [30]300cTSpD frostdusk damage (with diminishing returns) and reduce its global speed by 25% for one turn per effect (up to a maximum of 1–9cTS turns).

The diminishing returns on damage bonus works this way:

Total Damage = [30]300cTSpD * ( 1 + 1.5 * log10( Number of Detrimental Effects on Target ) )

Damage increases with your Spellpower.
