The way that this talent increases your damage is by adding half of this talent's level to the level of many talents that specifically attack with a shield, when using combatTalentWeaponDamage (cTWD), for the purpose of all shield damage calculations. e.g. Shield Pummel at level 1 with level 4 Shield Expertise does equal damage to Shield Pummel at level 3 without Shield Expertise.
