Gloom and Stalking are sustainable... why?

Is there any reason not to have both Gloom and Stalking active all the time? Why would you *ever* turn them off? This effectively makes them a passive skill. What am I missing?

Cursed and Axes

By what i see in the most up to date version, any weapon is fine, none of the skills require it. Any weapon, (best being swords, axes and maces since you are str and wil) can and will, work on them.
