Elemental Undead locked to High Peak

Quarantines the Elemental Undead uniques to High Peak so that Dreadfell (and potentially the Halfling Ruins) aren't any more painful for beginning players than they already are. Even some experienced players have been having massive issues with running into them early, so creating a fix for this seemed a good idea.

If the Elemental Undead are spotted outside of High Peak and you can confirm the patch was on at the time, lemme know and I'll see if I can figure out what's up.
