Fix water flood rendering error 1.5.10

Temporarily fix the water rendering error on some GPU, that will caused map with water being flooded.
It will disable water shader (data/gfx/shaders/water.frag), without the need to turn off all advanced OpenGL shaders.
I don't know about OpenGL shader programming, so it will just be a temporary treatment.
