You can respec stats and talents freely at any time.
You cannot respec stats below initial value.
based on Free Respec by youhei, which is based on Full Respecialization by Time to Die.
I removed prodigy and category respec.

- mod/dialogs/LevelupDialog.lua:incStat() to respec stats.
- mod/dialogs/LevelupDialog.lua:isUnlearnable() to respec talents.
